Electronic Cash Transfer Officer, Electronic Cash Transfer Learning Action Network (ELAN)
Lily supports the Electronic Cash Transfer Learning Action Network (ELAN), which seeks to improve the effectiveness and impact of humanitarian cash transfer programs through the appropriate use of payments technology. Lily has led work on assessing mobile money partnership choices, developing basic data protection tips for field staff, and strengthening procurement processes for electronic transfers. Prior to her work with the ELAN and Mercy Corps, Lily worked for the Cash Learning Partnership, UN Stabilization Mission in Haiti, and USAID’s Office of U.S. Foreign Disaster Assistance. She has worked on cash programs in Nepal, Haiti and Iraq.
